Formalization of Informal Areas

Informal areas within major towns in Namibia are increasing due to migration into the towns that are seen by many as the economic centres within their region. The Local Authorities do not always have the necessary funding to immediately make available serviced erven to the people and thereby informal areas are created. In order to ensure that the inhabitants of these informal areas can obtain security of tenure the area must proceed through the a set of legislative procedures for township establishment. This legislative process has been created to ensure the following:

  • Transparency and community involvement in the process.
  • Ensuring that the townships adhere to certain standards such as creation of parks, business opportunities, street networks, building lines and so forth.
  • To ensure security of tenure.


  • SPC has undertaken a number of formalisation of informal areas projects in Namibia such as the Rundu Lux project through which approximately 5100 registered and surveyed erven have been created in the neighbourhoods of Kaisosi and Ndama.
